The Lacey Act
The 1900 U.S. Lacey Act banned U.S. commerce in illegally sourced plants, wildlife and fish. A 2008 amendment to the act expands its reach to plant products; this includes wood products such as flooring. The expanded act now protects plants and plant products illegally harvested in other countries by definition of any federal, state or foreign law. The act requires importers to declare the country of origin and species of all plants contained in their products; any illegal dealings within the supply chain from harvester to distributor, manufacturer, retailer or contractor to the end customer, can be prosecuted—penalties can include forfeiture of the material, fines of up to $500,000 and jail time of up to five years.
